針對南部5縣市首長呼籲中央應該續編600億治水預算，行政院政務委員楊秋興今（2）日表示，他支持推動6年600億元治水計畫，但是他也認為，南部5縣市長不要諉責，也不要只會爭取中央補助預算，應該檢視自己編列多少防洪配合款，「治水不能流於民粹」，民眾也應該要有「避災觀念」。
楊秋興並以自己擔任過9年高雄縣長為例，強調莫拉克風災在他任內發生，當時他沒有諉責給中央，一心想要和中央聯手做好救災、防災工作，而且他在縣長任內在原高雄縣推動很多治水工程，對這次水患都發揮防洪效果。
楊秋興說，推動防洪工程是必要的，但也不可能漫天擴大防洪頻率，否則不僅經費有問題，就連要土地取得也非常困難。
楊秋興說，地方首長不要只花大錢辦活動，應該為治水工程多編配合款，他並不反對爭取中央再編600億元治水經費，但也希望民眾要有極端氣候避災觀念。
