萬泰銀行董事長盧正昕今(23)日指出，由於美國量化寬鬆政策（QE）退場還有變數，加上歐洲經濟仍不穩定，大陸經濟也還在適應期，預期下半年景氣不會太好，不過，他認為，貨幣極度寬鬆的投機行情已經過去，應會回到基本面導向的投資。
萬泰銀今日舉行內湖分行開幕，並首創推出「行動生活體驗館」，盧正昕表示，中小企業融資、財富管理與行動支付，將是銀行業務發展的3大重點，選擇內湖分行作為首個行動生活體驗館，更是看好內科、大直及附近商圈、豪宅高資產客戶的理財實力，目前萬泰銀共有49家分行，未來對於不合理、沒未來性的分行，會進行優化搬遷。
不過，對於外傳開發金控有意併購萬泰銀行，盧正昕則低調回應，「這我都不知道、要問大股東，我不負責」，但私募案仍在進行中。萬泰銀自結今年上半年稅前淨利達13.48億元，每股稅後盈餘0.74元，截至5月底資本適足率12.68%。
對於景氣展望，盧正昕說，下半年景氣不會太好，主要是美國政府對外負債逾10兆美元，其中7、8成都是外國人持有，為避免持有者拋售美債、將資金轉進其他資產，美債利率需要調升，但只要利率上揚，又會傷害美國國內的房貸及經濟，美國面臨兩難，因此美國聯準會對於QE退不退場，只能透過放話的兩手策略操作，也增加金融市場的不確定性。
不僅美國，盧正昕還指出，歐洲經濟也不穩定，希臘是有史以來第一個從已開發國家遭降評到開發中國家，未來相關的事件可能還沒結束，在這樣的大環境之下，大陸經濟也處於適應期，再加上日本也有自己的想法，下半年影響經濟的變數仍多。
不過，盧正昕認為，由於美國聯準會對於QE的操作採兩面手法，之前因貨幣極度寬鬆的投機行情已過去，應回到基本面主導的投資行情。
