針對媒體質疑護照「賺很大」，外交部發言人高安今（2）日表示，領務局編列的歲入都繳交國庫，並非留在領務局做業務營運開支使用，至於相關規費，則必須考量間接成本，她強調，中華民國護照製作費用遠低於主要國家如歐洲、美國、日本與韓國等國家。
媒體報導，外交部領事事務局明年度預算中護照收入高達新台幣23億元，歲出預估14億元，包含8000萬元護照器材購置費，不過，有立委估算1本護照的成本只要新台幣400多元，外交部卻收取1,300元的護照規費，根本是「賺很大」。
對此，高安上午表示，歲入與歲出是兩件事情，歲出依業務實際狀況需要編列，護照成本除印製、材料等工本費等直接成本，但是也有包括人事、設備，以及全球各館辦理領務事務（含辦理護照事務）等間接成本。
她強調，若與世界其他各國相比，中華民國護照製作費用遠低於主要國家如歐洲、美國、日本與韓國等國家。
