中央銀行總裁彭淮南2日在立法院財委會備詢時表示，美國政府關門並不少見，短則1天、長則21天，預期這次關門不會太久，對台灣影響有限，不過，美國財政問題遲不解決，就會對全球金融市場造成影響。至於央行是否會調整美債部位，他則強調，美國政府關門已第18次，美國債務從未違約過，目前沒有分散美債部位的計畫。
至於QE退場的影響性，他則認為，過去美國30年期房貸利率約3.3%，但目前已上揚超過4%，如果QE退場，會對長期利率有影響，而且依據歷史經驗，台灣長期利率也會受到美國影響，不過，對於貨幣政策，央行會根據通膨展望及國內外經濟情勢，自己做決定，當然，也會考量台灣本身的腳步。
同時，彭淮南也提到，QE退場會衝擊新興市場，但對台灣的影響較小，主要是台灣經常帳順差佔GDP比例超過10%，資本外流壓力較輕，不僅他這麼認為，連國際信評機構也表示，QE退場對台灣影響相對小。
至於美國政府關門，彭淮南表示，美國過去政府關門達17次，若加上這一次，則有18次之多，而過去美國政府關門短則1天、長則21天，而且根據穆迪信評之前對美國最長一次關門的經濟影響評估，美國經濟成長率（GDP年增率）從3%降至1.6%。
彭淮南認為，這次美國政府關門可能會對美國經濟有一些影響，對台灣，若時間短影響有限，若美國財政問題不趕快解決，時間延長，就會對全球金融市場造成影響，希望美國國會可以很有智慧的解決預算問題。
彭淮南還表示，美國政府關門這麼多次，美國債務從未違約過，目前沒有分散美債部位的計畫。至於央行持有美債的部位，他則未透露，不過，國民黨立委盧秀燕質詢時指出，央行持有的美債約1500億美元，彭淮南未否認。
