由大陸中央人民廣播電台經濟之聲、央廣網主辦的《大國大時代——中國經濟十月談》系列時事報告會第十場——《博弈談：中央和地方，事誰幹？錢誰出？》在北京舉行。

主講嘉賓、財政部財科所所長賈康透露，今(2013)年應該是大體穩定宏觀稅賦的年頭。宏觀稅賦是指一個國家的稅賦總水平，通常以一定時期的稅收總量占國內生產總值(GDP)的比例來表示。宏觀稅賦水平合理與否對於保證政府履行其職能所需的財力，發揮稅收的經濟槓桿作用有著重要意義。
